The most significant civil rights bill to pass Congress in a quarter of a century, the
Americans with Disabilities Act outlaws discrimination based on disability in employment,
public accommodations, government services, transportation and telecommunications. Under
the law, disability includes hearing and visual impairments, paraplegia, epilepsy,
alcoholism, past drug use, and AIDS, among many other conditions.
